      (Bangkok – January 28, 2026) – The International Health Policy Program (IHPP) Foundation convened the “Health Policy and Systems Research Collaborative Forum: Silver Jubilee of IHPP Foundation and PMAC Strategic Institute Launch,” marking a significant milestone on its 25th anniversary. The forum officially launched the PMAC Strategic Institute at a side meeting of the Prince Mahidol Award Conference (PMAC 2026).This institute is the result of a resolution by the PMAC International Organizing Committee (PMAC IOC), which aims to elevate PMAC’s role into a strategic, year-long organization capable of driving health policy movements continuously throughout the year.

      
      Professor Dr. Vicharn Panich, Chairperson of the IHPP Foundation, opened the forum by reflecting on the origins and long-standing goals of IHPP Foundation. He noted that the foundation was built on the fundamental belief that health policies must be rooted in evidence. For over two and a half decades, IHPP has served as a vital "bridge" connecting the academic world to policy decision-making. However, he emphasized that emerging global health challenges, such as the climate crisis and shifting demographic structures, now demand a scale-up and strengthening of sustainable collaborative mechanisms.

      A primary highlight of the event was the keynote address by Professor Anne Mills, Emeritus Professor of Health Economics and Policy at the London School of Hygiene and Tropical Medicine. Speaking on the topic “Global Health Policy and Systems Research movement and the role of IHPP,” she traced the evolution of Health Policy and Systems Research (HPSR). Professor Mills commended Thailand as a global model for systematic research capacity building since the late 1980s, highlighting IHPP’s pivotal role in supporting Universal Health Coverage (UHC) through applied research and the development of high-level researchers both domestically and internationally.

      
      The forum also featured a significant panel discussion on "Sustianable Capacity for Global Health Policy and Systems Research." Moderated by IHPP Foundation Vice Chairman, Dr. Suwit Wibulpolprasert, the session featured distinguished panelists including Dr. Margaret Chan, Emeritus WHO Director-General and Dean of the Vanke School of Public Health at Tsinghua University, alongside Professor Keizo Takemi, Former Minister of Health, Labour and Welfare of Japan, and Dr. Kasame Tungkasamesamran, Director of the Bureau of Public Health Advisor. The panel exchanged perspectives on maintaining continuity and sustainability in producing research for policy use.

  
      This was followed by a session on “Past, Present, and Future of IHPP - Evidence-informed Policies,” featuring Dr. Viroj Tangcharoensathien, Vice Chair and Advisor to the IHPP Foundation, and Dr. Thaksaphon Thamarangsi, Regional Director of the China Medical Board (CMB) Bangkok Office, Dr. Nithiwat Saengruang, Deputy Secretary-General, National Health Security Office. They were joined by Dr. Pongthep Wongwatcharapaiboon, CEO of the Thai Health Promotion Foundation (ThaiHealth), and Dr. Jintana Jankhotkaew, an IHPP researcher. This session focused on reviewing IHPP’s evolution and designing its future direction through the eyes of stakeholders and partners who have co-driven health policy using academic evidence.     

      
      Closing off the session,Dr. Angkana Lekagul, Secretary-General of the IHPP Foundation and the PMAC SI Secretariat, formally marked the foundation’s Silver Jubilee. On this milestone occasion, she extended her profound gratitude to the distinguished alumni and long-standing partners whose steadfast collaboration has been instrumental to the foundation's success over the past 25 years.

       
      In the final segment of the forum, the new direction was officially unveiled with the launch of the PMAC Strategic Institute (PMAC SI), led by Dr. Suwit Wibulpolprasert. The institute will function as a primary mechanism for international coordination and knowledge generation through three core pillars: the PMAC Policy Unit, which focuses on driving strategic policy; the PMAC Academy, dedicated to capacity building and mentoring the next generation of policy researchers; and the PMAC Global Health & UHC Hub, serving as a center for cooperation toward equitable and sustainable health systems.

       
      On this occasion, Professor Dr. Wicharn Panich underscored the heart of this collaboration, stating that research and evidence only gain true value when they are built upon a foundation of trust and partnership. He remarked that evidence-informed policy is more than just data; it is a product of mutual trust. He described the PMAC Strategic Institute not merely as a research space, but as a space for the "spirit of collaboration" aimed at transforming data into value to improve lives globally. He particularly emphasized preparing young researchers to take the mantle in building a resilient and equitable world, noting that sustainable health goals cannot be achieved in isolation but require total reliance on and advancement alongside global networks.

     
      This vision aligns with the overarching theme of PMAC 2026, which focuses on managing global demographic transitions through equity-centered policies. The PMAC launch aims to establish a robust foundation for cooperation between international research institutes and create a long-term positive impact on the quality of life for populations worldwide. The event was honored by the presence of global partners and funding agencies, including the World Health Organization (WHO), the World Bank, and the Asian Development Bank (ADB), as well as leading philanthropic foundations and universities, all of whom reaffirmed their commitment to supporting IHPP’s new chapter as a "trusted space" for the global health community.

      (กรุงเทพฯ – 28 มกราคม 2569) – มูลนิธิเพื่อการพัฒนานโยบายสุขภาพระหว่างประเทศ (IHPP Foundation) จัดการประชุม “Health Policy and Systems Research Collaborative Forum: Silver Jubilee of IHPP Foundation and PMAC Strategic Institute Launch,” ประกาศก้าวสำคัญในโอกาสครบรอบ 25 ปี พร้อมกับเปิดตัว PMAC Strategic Institute อย่างเป็นทางการในการประชุมคู่ขนาน (side meeting) ของประชุมนานาชาติรางวัลเจ้าฟ้ามหิดล (Prince Mahidol Award Conference: PMAC 2026) โดยสถาบันแห่งนี้เป็นผลลัพธ์จากมติคณะกรรมการนานาชาติ PMAC (PMAC International Organizing Committee: PMAC IOC) ที่มุ่งยกระดับบทบาทของ PMAC สู่การเป็นองค์กรเชิงยุทธศาสตร์ที่สามารถขับเคลื่อนงานนโยบายสุขภาพอย่างต่อเนื่องตลอดทั้งปี (Year-long Organization)

      ศาสตราจารย์นายแพทย์วิจารณ์ พานิช ประธานคณะกรรมการมูลนิธิ IHPP กล่าวเปิดงานโดยย้อนรำลึกถึงจุดเริ่มต้นของ IHPP ที่ก่อตั้งขึ้นจากความเชื่อพื้นฐานว่า นโยบายสุขภาพจำเป็นต้องวางอยู่บนข้อมูลเชิงประจักษ์ โดยทำหน้าที่เป็น “สะพาน” เชื่อมโยงโลกวิชาการสู่การตัดสินใจเชิงนโยบายมาอย่างต่อเนื่องตลอดกว่า 2 ทศวรรษครึ่ง ทั้งนี้ ความท้าทายใหม่ของโลกสุขภาพ ไม่ว่าจะเป็นวิกฤตสภาพภูมิอากาศและการเปลี่ยนผ่านโครงสร้างประชากร ยิ่งทวีความจำเป็นที่จะต้องยกระดับและเสริมจุดแข็งแก่กลไกความร่วมมือที่ทำงานอย่างยั่งยืนยิ่งขึ้น

   
      หนึ่งในไฮไลต์สำคัญ คือ ปาฐกถาพิเศษโดย Professor Anne Mills Emeritus Professor of Health Economics and Policy London School of Hygiene and Tropical Medicine ในหัวข้อ “Global Health Policy and Systems Research movement and the role of IHPP” ที่ได้มีการกล่าวถึงจุดเริ่มต้นของการวิจัยนโยบายและระบบสุขภาพ (HPSR) พร้อมกับเน้นย้ำถึงความสำเร็จของประเทศไทยที่เป็นต้นแบบในการสร้างศักยภาพด้านการวิจัยอย่างเป็นระบบมาตั้งแต่ปลายปี 1980 โดยเฉพาะบทบาทของ IHPP ในการสนับสนุนหลักประกันสุขภาพถ้วนหน้า (Universal Health Coverage: UHC) ผ่านงานวิจัยเชิงประยุกต์ และการสร้างบุคลากรวิจัยระดับสูงทั้งในไทยและต่างประเทศ

      วงเสวนาแรกเริ่มต้นด้วยหัวข้อ “Sustainable Capacity for Global Health Policy and Systems Research” โดยมี นายแพทย์สุวิทย์ วิบุลผลประเสริฐ รองประธานและที่ปรึกษา IHPP Foundation เป็นผู้ดำเนินรายการ มีผู้ร่วมเสวนาประกอบด้วย   Dr. Margaret Chan, Emeritus WHO Director General and Dean, Vanke School of Public Health, Tsinghua University, Prof. Keizo Takemi, Former Minister of Health, Labour and Welfare of Japan และนายแพทย์เกษม ตั้งเกษมสำราญ ผู้อำนวยการสำนักวิชาการสาธารณสุข เพื่อแลกเปลี่ยนมุมมองเรื่องการรักษาความต่อเนื่องและความยั่งยืนในการผลิตงานวิจัยเพื่อเชิงนโยบาย 

      ในช่วงถัดของการประชุม ได้มีการจัดเสวนาในหัวข้อ“Past, Present, and Future of IHPP - Evidence-informed Policies” นำโดย นายแพทย์วิโรจน์ ตั้งเจริญเสถียร รองประธานและที่ปรึกษา IHPP Foundation, ดร.นพ.ทักษพล ธรรมรังสี หัวหน้าผู้แทนและผู้อำนวยการ มูลนิธิคณะกรรมการการแพทย์จีน (CMB) สำนักงานกรุงเทพมหานคร นายแพทย์นิธิวัชร์ แสงเรือง รองเลขาธิการ สำนักงานหลักประกันสุขภาพแห่งชาติ นายแพทย์พงศ์เทพ วงศ์วัชรไพบูลย์ ผู้อำนวยการสำนักงานกองทุนสนับสนุนการสร้างเสริมสุขภาพ (ThaiHealth) และดร.จินตนา จันทร์โคตรแก้ว นักวิจัย IHPP Foundation ซึ่งมุ่งทบทวนบทบาทของ IHPP จากอดีต สู่ปัจจุบัน และการออกแบบทิศทางในอนาคต ผ่านมุมมองของผู้มีส่วนได้ส่วนเสียและภาคีเครือข่ายที่ร่วมขับเคลื่อนนโยบายสุขภาพโดยใช้หลักฐานทางวิชาการ
      ก่อนปิดการเสวนาในช่วงแรก สพ.ญ.ดร.อังคณา เลขะกุล เลขาธิการ IHPP Foundation ได้ประกาศเฉลิมฉลองในวาระครบรอบ 25 ปีของการก่อตั้ง พร้อมทั้งขอบคุณผู้ร่วมงานที่เป็นทั้งศิษย์เก่า (alumni) และหุ้นส่วนการทำงานที่ดีเสมอมา 

     
      ในช่วงสุดท้ายของงาน มีการประกาศทิศทางใหม่ผ่านการเปิดตัว PMAC Strategic Institute (PMAC SI) นำโดย นพ.สุวิทย์ วิบุลผลประเสริฐ โดยสถาบันแห่งนี้จะทำหน้าที่เป็นกลไกหลักในการประสานความร่วมมือและสร้างองค์ความรู้ระดับสากล ผ่าน 3 หน่วยงานหลัก ได้แก่ PMAC Policy Unit ที่มุ่งขับเคลื่อนนโยบายเชิงยุทธศาสตร์, PMAC Academy เพื่อพัฒนาศักยภาพและบ่มเพาะนักวิจัยนโยบายรุ่นใหม่ และ PMAC Global Health & UHC Hub ซึ่งทำหน้าที่เป็นศูนย์กลางความร่วมมือเพื่อระบบสุขภาพที่เป็นธรรมและยั่งยืน

      ในโอกาสเดียวกัน ศาสตราจารย์นายแพทย์วิจารณ์ พานิช ยังได้เน้นย้ำถึงหัวใจสำคัญของความร่วมมือภายใต้ PMAC Strategic Institute ว่า งานวิจัยและข้อมูลเชิงประจักษ์จะมีคุณค่าได้ ก็ต่อเมื่อเกิดขึ้นบนฐานของความไว้วางใจและความร่วมมือระหว่างภาคีเครือข่าย
      “ข้อมูลเชิงประจักษ์จะมีค่าก็ต่อเมื่อเกิดจากความไว้วางใจระหว่างกัน PMAC Strategic Institute จึงเป็นมากกว่าพื้นที่วิจัย แต่เป็นพื้นที่แห่งจิตวิญญาณความร่วมมือที่มุ่งเปลี่ยนข้อมูลให้กลายเป็นคุณค่าในการยกระดับชีวิตผู้คนทั่วโลก โดยเฉพาะการเตรียมความพร้อมให้กับนักวิจัยรุ่นใหม่ที่จะรับไม้ต่อในการสร้างโลกที่เข้มแข็งและเท่าเทียม เพราะเป้าหมายด้านสุขภาวะที่ยั่งยืนนั้นไม่สามารถสำเร็จได้ด้วยการทำงานเพียงลำพัง แต่ต้องอาศัยการพึ่งพาและเดินหน้าไปพร้อมกับภาคีเครือข่ายทั่วโลก”

      แนวคิดดังกล่าวสอดคล้องกับธีมหลักของการประชุม PMAC 2026 ที่มุ่งเน้นการบริหารจัดการการเปลี่ยนผ่านโครงสร้างประชากรโลก (Demographic Transitions) ผ่านนโยบายที่ยึดความเท่าเทียมเป็นศูนย์กลาง เพื่อวางรากฐานความร่วมมือที่เข้มแข็งระหว่างสถาบันวิจัยนานาชาติ และสร้างผลกระทบเชิงบวกต่อคุณภาพชีวิตของประชากรในระยะยาว

      งานในครั้งนี้ยังได้รับเกียรติจากเครือข่ายพันธมิตรและผู้สนับสนุนทุนจากทั่วโลก อาทิ องค์การอนามัยโลก (World Health Organization: WHO), ธนาคารโลก (World Bank), ธนาคารเพื่อการพัฒนาแห่งเอเชีย (Asia Development Bank: ADB) รวมถึงสถาบันการกุศลและมหาวิทยาลัยชั้นนำ ที่มาร่วมยืนยันความพร้อมในการสนับสนุนก้าวใหม่ของ IHPP ในฐานะ “พื้นที่แห่งความไว้วางใจ” ของโลกสุขภาพ
