On 28 January 2026, the PMAC Strategic Institute (PMAC SI) was officially launched, marking an important step in the future of the Prince Mahidol Award Conference (PMAC) and global health collaboration. 

       For many years, PMAC has served as a global platform convening  diverse actors around shared health challenges.  As emphasized by  Dr. Suwit Wibulpolprasert, Chair of PMAC SI, PMAC has never been driven by a single institution or country. The agenda has always been shaped collectively, reflecting global collaboration. With growing global health complexity, there is a clear need to move beyond dialogue and toward sustained action, policy influence, and capacity building.
The launch of PMAC SI responds to this need. Conceived as a mechanism to transform PMAC from an annual conference into a continuous policy movement, PMAC SI aims to ensure that ideas, evidence, and partnerships generated through the annual conference will lead to real-world impact.
Emeritus Professor Churnrurtai Kanchanachitra, Chief Secretariat of PMAC, traced the development of PMAC SI as a long institutional journey that began with an external evaluation in 2017. While PMAC was recognized for its strength in convening, the evaluation highlighted a gap in sustaining policy impact beyond the conference. Over years of learning, reflection, and collective leadership within the PMAC International Organizing Committee, PMAC SI emerged as a shared commitment and platform for continuous action. 

The forum was further honored by a keynote address from Professor Anne Mills, Emeritus Professor of Health Economics and Policy at the London School of Hygiene and Tropical Medicine, titled “Global Health Policy and Systems Research movement and the role of IHPP.” Professor Mills traced the evolution of HPSR from structural analysis toward a holistic understanding of both "hardware"—such as finance and administration—and "software"—including values and power dynamics. She lauded Thailand’s model as a global exemplar of domestic capacity building, particularly in developing international-caliber researchers who remain committed to domestic progress. She further noted that the resilience of the Thai health system stems from the profound relationship between researchers and policymakers, maintaining stability even amidst political transitions.

Dr. Angkana Lekagul, Manager of PMAC SI, introduced the institute as a global, neutral, independent, and inclusive platform. She presented the PMAC SI’s overarching structure and introduced the three interconnected operational units working together to support year-round engagement and long-term health systems transformation.

1.  The PMAC Policy Unit, led by Ms. Tashi Chozom, Program Manager PMAC Policy Unit and Ms. Saudamini Dabak,Head of HITAP's International Unit (HIU),focuses on strengthening the uptake of evidence into policy by bridging the gap between research and decision-making, particularly in low- and middle-income countries. 
2. The PMAC Academy, led by Prof. Yik Ying Teo, Program Manager PMAC Academy, serves as the leadership and human capital development arm, building pipelines of future leaders across sectors and capturing global health learning through fellowships, executive programs, and case studies.
3. The PMAC Global Health and UHC Hub, led by Ms. Divya Lakhotia, Program Manager PMAC Global Health & UHC Club, connects national and global partners to advance universal health coverage through integrated knowledge, advocacy, and capacity-building efforts.

Supporting and global partners including Dr. Pongthep Wongwatcharapaiboon, Secretary-General ThaiHealth Promotion Foundation, Dr. Thaksaphon Thamarangsi, Chief Representative and Director China Medical Board (CMB) Bangkok, Dr. Gabriel Leung, Director Institute of Philanthropy, Dr. Eduardo P. Banzon, Director Health, Human and Social Development Office, Asian Development Bank (ADB), Dr. Kalipso Chalkidou, Director Department of Performance, Financing and Delivery, WHO, Dr. Hajime Inoue, Advisor Ministry of Health, Labour and Welfare (MHLW) and Dr. Hnin Hnin Pyne, Program Manager World Bank reflected on the PMAC SI as a platform that moves beyond discussion toward sustained action and long-term impact. 
They emphasized the importance of trust-based partnerships, leadership development at all levels, and regional and global collaboration in translating knowledge into policy and implementation. Together, partners underlined PMAC SI’s role as a multiplier platform that strengthens existing efforts, supports countries in turning ambition into action, and builds resilient institutions through shared learning. 
The launch of PMAC SI marks the start of a new chapter for PMAC as a continuous global platform. PMAC SI welcomes collaboration with partners, institutions, and leaders who are ready to turn dialogue into action and contribute to shaping the future of global health together.
 

ก้าวสำคัญเพื่อความร่วมมือสุขภาพโลก: ไฮไลต์สำคัญจากงานเปิดตัว PMAC Strategic Institute 

      เมื่อวันที่ 28 มกราคม 2569 ที่ผ่านมาได้มีการเปิดตัว PMAC Strategic Institute หรือ PMAC SI อย่างเป็นทางการเพื่อเป็นหมุดหมายสำคัญ สำหรับการขับเคลื่อนการประชุมวิชาการนานาชาติรางวัลสมเด็จเจ้าฟ้ามหิดล (Prince Mahidol Award Conference: PMAC) ในอนาคต และการสร้างความร่วมมือด้านสุขภาพระดับโลก

      ตลอดหลายปีที่ผ่านมา PMAC ได้ทำหน้าที่เป็นเวทีระดับโลกที่รวบรวมผู้ทรงคุณวุฒิและผู้ที่มีบทบาทหลากหลายภาคส่วน มาร่วมกันหารือเกี่ยวกับความท้าทายด้านสุขภาพของประชากรโลก โดย นพ.สุวิทย์ วิบุลผลประเสริฐ ประธาน PMAC SI เน้นย้ำว่าที่ผ่านมา PMAC ไม่เคยถูกขับเคลื่อนโดยสถาบันหรือประเทศใดประเทศหนึ่งเพียงลำพัง หากแต่วาระการประชุมต่างๆ ล้วนถูกกำหนดขึ้นจากการมีส่วนร่วมของหลายภาคส่วน สะท้อนให้เห็นถึงความร่วมมือระดับโลกอย่างแท้จริง ทว่าด้วยความซับซ้อนของระบบสุขภาพโลกที่เพิ่มมากขึ้นจึงมีความจำเป็นอย่างยิ่งที่จะต้องก้าวข้ามจากการเป็นเพียงเวทีเสวนาสู่การลงมือปฏิบัติอย่างยั่งยืน การผลักดันเชิงนโยบาย และการพัฒนาศักยภาพบุคลากร 
      การเปิดตัว PMAC SI จึงเป็นการตอบสนองต่อความต้องการดังกล่าว โดยออกแบบให้เป็นกลไกสำคัญในการเปลี่ยนผ่าน PMAC จากเวทีการประชุมประจำปี สู่การขับเคลื่อนนโยบายอย่างต่อเนื่อง เพื่อให้มั่นใจว่าแนวคิด หลักฐานเชิงประจักษ์ และความเป็นพันธมิตรที่เกิดขึ้นจากเวทีการประชุม จะสามารถนำไปสู่ผลลัพธ์สร้างผลกระทบที่เป็นรูปธรรมต่อโลกได้จริง

      ด้าน ศาสตราจารย์เกียรติคุณ ดร.ชื่นฤทัย กาญจนะจิตรา หัวหน้าฝ่ายเลขานุการ PMAC ได้กล่าวถึงพัฒนาการของ PMAC SI ว่าเป็นเส้นทางอันยาวนาน เริ่มต้นจากการประเมินผลจากภายนอกในปี 2560 แม้ว่า PMAC จะได้รับการยอมรับถึงความแข็งแกร่งในการเป็นเวทีรวบรวมผู้คน แต่ผลการประเมินก็ได้ชี้ให้เห็นถึงช่องว่างในการสร้างผลกระทบเชิงนโยบายอย่างยั่งยืนหลังสิ้นสุดการประชุม จากการเรียนรู้ ทบทวน และความเป็นผู้นำร่วมกันภายในคณะกรรมการจัดการประชุมนานาชาติ PMAC ตลอดหลายปีที่ผ่านมา PMAC SI จึงถือกำเนิดขึ้นในฐานะความมุ่งมั่นร่วมกันและเป็น “แพลตฟอร์ม” สำหรับการปฏิบัติงานอย่างต่อเนื่อง
      ต่อมา สัตวแพทย์หญิงดร.อังคณา เลขะกุล ผู้จัดการ PMAC SI ได้แนะนำสถาบันนี้ในฐานะ “แพลตฟอร์มระดับโลก” ที่มีความเป็นกลาง เป็นอิสระ และเปิดรับทุกภาคส่วน พร้อมทั้งนำเสนอโครงสร้างภาพรวมของ PMAC SI และแนะนำหน่วยปฏิบัติการ 3 หน่วยที่ทำงานเชื่อมโยงกัน เพื่อสนับสนุนการมีส่วนร่วมตลอดทั้งปีและการพลิกโฉมระบบสุขภาพในระยะยาว ดังนี้:

1. หน่วยนโยบาย (PMAC Policy Unit): นำโดย Ms. Tashi Chozom ผู้จัดการแผนงานหน่วยนโยบาย PMAC (PMAC Policy Unit) และ 
   Ms.  Saudamini Dabak หัวหน้าฝ่ายต่างประเทศ มูลนิธิเพื่อการประเมินเทคโนโลยีและนโยบายด้านสุขภาพ  (HITAP's International Unit: HIU) มุ่ง    เน้น  ไปที่   การเสริมสร้างความเข้มแข็งในการนำหลักฐานเชิงประจักษ์ไปใช้กำหนดนโยบาย โดยทำหน้าที่เป็นสะพานเชื่อมช่องว่างระหว่างงานวิจัย และการตัดสินใจ โดยเฉพาะอย่างยิ่งในกลุ่มประเทศที่มีรายได้ต่ำและปานกลาง
2. สถาบันวิชาการ (PMAC Academy): นำโดย Prof. Yik Ying Teo ผู้จัดการแผนงานวิชาการPMAC (PMAC Academy) ทำหน้าที่เป็นหน่วยพัฒนาความเป็นผู้นำและทุนมนุษย์ โดยสร้างเครือข่ายผู้นำรุ่นใหม่ในอนาคตจากหลากหลายภาคส่วน และรวบรวมองค์ความรู้ด้านสุขภาพระดับโลกผ่านโครงการทุนการศึกษา (Fellowships) โครงการสำหรับผู้บริหาร และกรณีศึกษาต่างๆ
3. ศูนย์กลางสุขภาพโลกและหลักประกันสุขภาพถ้วนหน้า (PMAC Global Health and UHC Hub): นำโดย Ms. Divya Lakhotia ผู้จัดการแผนงานสุขภาพโลก PMAC และ UHC Club ทำหน้าที่เชื่อมโยงพันธมิตรระดับชาติและระดับโลก เพื่อขับเคลื่อนความก้าวหน้าของระบบหลักประกันสุขภาพถ้วนหน้า ผ่านการบูรณาการองค์ความรู้ การผลักดันเชิงนโยบาย และการเสริมสร้างขีดความสามารถ

      พร้อมกันนี้ ยังได้รับเกียรติจากพันธมิตรผู้สนับสนุนและพันธมิตรระดับโลก อาทิ นพ.พงศ์เทพ วงศ์วัชรไพบูลย์ ผู้อำนวยการสำนักงานกองทุนสนับสนุนสร้างเสริมสุขภาพ (สสส.) ดร.นพ.ทักษพล ธรรมรังสี ผู้อำนวยการมูลนิธิคณะกรรมการการแพทย์แห่งประเทศจีน (CMB), Dr. Gabriel Leung ผู้อำนวยการ Institute of Philanthropy (IoP), Dr. Eduardo P. Banzon ผู้อำนวยการสำนักงานการพัฒนาสังคมและสุขภาพมนุษย์ ธนาคารพัฒนาเอเชีย (ADB), Dr. Kalipso Chalkidou ผู้อำนวยการDepartment of Performance, Financing and Delivery องค์การอนามัยโลก,  Dr. Hajime Inoue ที่ปรึกษากระทรวงสาธารณสุข แรงงาน และสวัสดิการ ญี่ปุ่น และ Dr. Hnin Hnin Pyne ผู้จัดการโครงการ ธนาคารโลก ที่ได้มาร่วมสะท้อนมุมมองต่อ PMAC SI ในฐานะแพลตฟอร์มที่ก้าวข้ามการพูดคุย สู่การลงมือปฏิบัติอย่างยั่งยืนและสร้างผลกระทบในระยะยาว

      ผู้แทนพันธมิตรได้เน้นย้ำถึงความสำคัญของการเป็นหุ้นส่วนที่ตั้งอยู่บนพื้นฐานของความไว้วางใจ การพัฒนาความเป็นผู้นำในทุกระดับ ตลอดจนความร่วมมือทั้งในระดับภูมิภาคและระดับโลก เพื่อเปลี่ยนองค์ความรู้ให้นำไปสู่นโยบายและการปฏิบัติจริง ทั้งนี้ พันธมิตรทุกภาคส่วนต่างขีดเส้นใต้ถึงบทบาทของ PMAC SI ในฐานะ "แพลตฟอร์มทวีคูณ" (Multiplier Platform) ที่จะมาช่วยเสริมความแข็งแกร่งให้กับการดำเนินงานที่มีอยู่ สนับสนุนนานาประเทศในการเปลี่ยนความมุ่งมั่นให้เป็นการลงมือทำ และสร้างสถาบันที่มีความยืดหยุ่นปรับตัวได้ผ่านการเรียนรู้ร่วมกัน
      
      การเปิดตัว PMAC SI นับเป็นจุดเริ่มต้นบทใหม่ของ PMAC ในฐานะแพลตฟอร์มระดับโลกที่มีการขับเคลื่อนอย่างต่อเนื่อง ทั้งนี้ PMAC SI พร้อมเปิดรับความร่วมมือจากพันธมิตร สถาบัน และผู้นำที่พร้อมจะเปลี่ยนเวทีเสวนาให้เป็นการลงมือปฏิบัติ เพื่อร่วมกันเป็นสถาปนิกกำหนดอนาคตของระบบสุขภาพโลกต่อไป
